In addition to SpillCop, Inc, Balke serves as president of Etchasoft Incorporated, a computer software consulting firm that specializes in custom software development. Prior to this, Balke held the position of vice-president of delivery for Computer Associates International. He was responsible for the delivery of government software development contracts. With CMSI, Balke was responsible for the business development of distributed systems within the state of Florida. He specialized in government and healthcare applications.

Balke brings over 16 years of experience in the software development industry. He is a founding partner with Etchasoft and has held various development and management positions, including director of object-oriented development for Westinghouse Savannah River Company.

Balke graduated with a Bachelor of Science in both computer science and math from the University of Illinois at Urbana-Champaign.
